# Navigation and content reconciliation plan Prepared before navigation implementation. The live county website was recursively refreshed from all prior URLs, sitemap and discovered internal links. Page text is unchanged since the earlier full crawl. Document extraction and external checks use the same-day evidence already captured; they are not falsely described as re-downloaded. See summary.json for link changes and exact counts. ## Required deliverables - current-site-inventory.csv: pages, full preservation plan, ownership and disposition. - pdf-download-inventory.csv: every discovered download with source contexts and evidence. - reconciliation.csv: pre-implementation comparison with the prototype, all page/document/external records. - proposed-sitemap.csv: consolidated WordPress architecture; not a claim these proposed URLs are live. - mega-menu-hierarchy.json: shared desktop/mobile menu definition. - consolidation-recommendations.csv: exact and possible overlaps; approval required before removal. - document-taxonomy.json: metadata, filters and relationships. - wordpress-redirect-plan.csv: proposed final WordPress destinations. A separate implementation redirect map will target working prototype URLs. - county-review.csv: decisions needing county review. - broken-and-inaccessible.csv: inaccessible and unverified sources, including intentionally unactivated personalized links. ## Editorial policy One canonical document record per identical file; contextual lists reference its ID. Source transcripts and link relationships preserve unique information until curated summaries are approved. Old pages and outdated notices remain discoverable through the archive and inventory. No content is removed. Payment confirmations, storage and template pages are held for County review and do not become prominent menu entries. Live service availability, ownership, publication dates and retention still require County approval. ## Navigation and consolidation Seven primary sections retain their current names. Menus use click disclosure, 2–3 columns and section overview links. Services organizes tasks, Government contains authoritative department destinations, and Documents links records by department/topic/date. The desktop and mobile menus share one JSON definition. Search includes canonical documents, full source text and contacts. External partners are labeled and retained as external systems. ## Limits A finite public crawl cannot prove coverage of unlinked private files. PDF extraction does not certify reading order, OCR accuracy or WCAG compliance. Inaccessible URLs stay in the review inventory. WordPress migration remains a separately validated production step, not an accomplished deployment.
